Extra valves after re-pipe

My home was recently re-piped and the contractor installed an extra set of angle-stops under the kitchen sink. They didn't tell me they were going to and I didn't request them. I'm assuming they put them in to be nice so I could install a dishwasher in the future (even though, there's clearly no room for one).

Is my assumption correct, or might there be another reason I'm not thinking about. Do contractors do this as a matter of practice?

I'm happy with the work and in no way upset about an extra set of valves, I'm just curious if anyone's had the same experience, etc.

Extra valves

That would not be for a dishwasher. A DW uses only a hot water connection. I'd suggest you call the contractor.
 
Without seeing it, is is possible that one setof valves is simply the original plumbing which was abandoned; and the other set is the new valves connected to the new piping?
 
Icemaker & Dishwasher

The hot's for the dishwasher and the cold is for the refrigerator. The refrigerator one may have a 1/4" outlet instead of the 3/8" like for the dishwasher.
