They can, but they are not made to pump much pressure. Usually not more than 15 or 20 psi. They are a volume pump not pressure. They don't make for a good sprinkler pump.

Pool pumps don't lift well either. If your water level is more than 5 foot, you will have problems priming and keeping prime.
