I've seen hand wash lav tops like that for use in other countries for years.
Toto has them for their home market in Japan.
It's a cool little space saver, but it may be a little wierd to have to stand so close to the back of the toilet to wash your hands. I think you would want the have shoes on, ya know what I mean?
