pump short cycles when filter is installed

I just installed a whole house filter and now the pump wants to short cycle. I took the filter out and the system is normal.

Update

Ok, I changed the Whirlpool 25 micron filter to a 30 micron pleated filter...working fine right now. Any ideas as to why the pump what short cycling?

The filter must be installed AFTER the pressure tank. Any kind of a restriction before the tank can cause the pump to cycle improperly.
