I can't figure out what he wants me to change.

I plumbed in a toilet flange with no san-tee. I used a 2" wet-vent through the sink drain. I think I did my plumbing correct. I think I just need to explain the plumbing concept to him.

What should I tell him?

looks OK for our area

the toilet looks to be vented in to the
2 inch line going up off the 2x3 why which
should be some sort of wet vent......

unless that line is servicing the washing machine
that should be considered a wet vent.. for the toilet

it don't have to be upstream here

is there a 45 dgr fitting goeing up rite after the vent ?if so the trap arm is higher than your vent.

No flat venting allowed. It gets blocked with sewerage [You don't know it] and
You end up with No vent. See if He will allow a low heel 90 and vent up into the wall behind the toilet.

I did not create any flat vent.

By the way, I read that flat vents can be used for toilets if done properly.

Like SR Denny mentioned, you have rolled the combo at a 45, for the lav that is wet venting the toilet.

If you had an end of the line cleanout, that would be all he could ask for.
That could be done by rolling a 3" combo, a 3" 45, then a 3" cleanout tee, with a fitting reducer on the top for the lav above and vent above.

But not vented? As long as the inspector allows wet vents, that's what it is.

I could extend the drain and add another vent up stream of the toilet.

sewer...................v...............WC...............v

Went into the city to meet with the inspector. As soon as he saw me, He said: "the plumbing was already approved" and he had intended to stop by to sign the card. I did not ask any further questions.

Problem solved.

vent

What you have is perfectly okay, and that is why he approved it. As for "See if He will allow a low heel 90 and vent up into the wall behind the toilet", most inspectors will reject that because material WILL splash into the 2" opening and could clog it.
