Toilet Not Level

I installed a new toilet. The process went OK and nothing leaks, however, it is not level. I think the floor is the problem. Since the high side is where the float mechanism is, the water does not shut off as it should, even after adjusting the float. Any suggestions on a means to level the toilet? Do I have to take the whole thing out and start over?

An unlevel toilet will not affect the shut off of the ballcock mechanism. I would suspect debris in the valve. Shut off the water, disassemble, flush, and reassemble.
