Loud Vibrating Noise from Cold Water Pipes

We are experiencing a very loud vibrating noise when cold water demand occurs in only one corner of this new home. For example, when the toilet fills or the cold water sink faucet turns on, the vibration occurs only when the tank is filling or the faucet is on. The noise is located inside the wall near where the hose bib is installed in the garage (also in this same corner of the house).

This vibrating noise has only started after the Woodford hose bib in the garage was used for the very first time since the home was built. Interestingly enough, If the hose bib is used again, the vibration will not occur for a few hours - then it comes back.

Is it possible there's air getting into the line when the hose bib drains? I'm pretty clueless on what to do. Thanks for any ideas you might have!

Take the Woodford apart and make sure all the parts where the washer is are tight.
