Gasket Cutting Tool/Punch

Please advise, what are tools called that are for making your own gaskets out of silicone rubber, fiber, etc..? If I remember correctly they look like a punch that has the movable point that sticks out for starting. I believe that they come in a set for standard sizing. The holes cut on the gaskets need to be more perfect than what one would get from using an exacto knife. I am speaking of hand tools or a die/punch set. What are they called? Thank you for your assistance!!

The most useful gasket cutter is a flat board with a bearing in the center. The cutter is a knife on the end of a bar that rotates in the bearing to cut a perfect circle. The bar can be adjusted for whatever radius you need for the inside and outside cut. But I have never seen a gasket that had to be more perfect than a X-Acto, or utility, knife could cut. Unless you do not have a steady hand.
