I can't turn the water shut off valve to my house what can I do?

The main shut off valve a) half of it has broken off so it is hard to turn. b) It won't budge in either direction, I tried unscrewing the bolt directly behind the valve I thought maybe it was to tight but, still nothing can somebody help me? :)

Use a pair of pliers, or a wrench, on that valve, or shut off the meter. If the valve breaks, and it will not leak water even if it does, then you will still need a plumber to replace it. If it breaks when it shuts down you will need the plumber sooner than if it breaks while you are trying to close the valve.
