No hot water at tub/shower

My parents own an old house (built approx 1916). There is a shower/tub combination on the second floor. No water comes out of the hot water valve at the tub. I've completely removed the valve, still no water. Pipes in basement are copper but maybe steel in wall. I assume hot water pipe is clogged somewhere between water heater in basement and tub. Balance of house gets hot water and cold water works at tub. Any suggestions for cause and resolution would be appreciated.
