New to using Irr.system.

The Rainbird has 3 zones which cycle on, however one zone does not come on at all, it goes dormant for the cycle, then next zone comes on as expected. Was working fine last fall.

What steps to troubleshoot?

valve

There is a problem with the valve or wiring to it. There are too many possible causes to list them and it is easier to just test the valve and then fix that problem.

First check the valve. Almost all have a screwdriver or thumbturn screw which will cause the valve to turn on. If this works, the problem is electrical, either a bad solenoid or bad wiring connection .

If they are Rainbird valves, you can turn the solenoid about half a turn to manually turn on the valve. As stated above that will give you an indication as to where the problem is.
