Stop Valves

Is it an acceptable (UPC) practice to install only 2 stop valves (hot and cold) in the crawl space on the bathroom piping branch instead individual stop valves (toilet, shower etc...)?

Why would you want to do that? When something breaks, such as the supply line to the toilet or a faucet, that would not be the time you want to have to run downstairs and shut off a remote valve.

I rarely install stop valves in basements and never in crawl spaces. Stops should be near the fixture they control.
