Access to whirlpool drain

I'm setting a corner whirlpool tub in a tile surround. The two right angles walls are outside walls and I'll be able to provide access to the motor and faucet plumbing through the outside wall, but once everything is tested and tiled I won't be able to access the tub waste without removing tile.

It generally seems that a properly installed tub can be in place for decades without worrying about the waste/drain plumbing. Is this sort of non-access a reasonable thing to do? The tub valance has a step so there is not really a clean place to provide a hidden access panel.
