submersible well pump baffleing me

ok need help with this one
if I run water for awhile my system wont build pressure back and I can here huming sound then I con turn off electric for a little bit sometimes have to turn it off and on several times then it will build pressure back the points are brand new pressure tank holds at 38 psi and control box checks out good is my well going dry or pump or ?

Sorry but it does sound like you are pumping the well dry. A clip around amp meter is the best way to be sure. Full amps means your pumping water. If it drops to about half amps, your pumping air.
