Patch and painting an 100 poured concrete foundation wall.

The wall is a little irregular and had old paint on it that I scraped and covered with a gritty concrete paint (acrylic mix).

I was going to cover with PVC wainscotting, but I just don't have the funds and time.

The wall has a few spots (smooth 1/2" holes ) that need to be filled. There is paint in those spots.
Would I fill with quick setting wall compound? ( I have a back of 45 minute setting)

What is the best paint to adhere to this wall that will get moister from both sides?

Oil based? Exterior? Epoxy? Latex? Drylock?

This room has a tub in it and kids who like to splash.
