outdoor drain issues

So in the last 3 months my backyard drain has backed up 3 times about once a month and not dependent on rainfall. If there is heavy rain and the outdoor trap is clogged my basement sump runs constantly because the water can't go anywhere but my backyard. When it backs up there is obvious tissue and dog droppings coming up through my drain and pushing off my grate (I live in the city). My neighbors have dogs (renters) and I'm convinced they're discarding their trash and it somehow gets into my drain. I have a european style plunger hooked to chimney rods and can unplug the trap but am getting tired of it. My questions are ... Do city rainwater drains interlink? How on Earth is dog crap getting into my waste water drain? When I use the plunger I can hear water in the spouting next to the drain. Excuse my ignorance but I don't know how city drains work. Any help appreciated
