The fill valve is in need of repair. Sometimes you can just clean debris out of it; often it is best to replace the parts or even replace the whole thing.


Oh, check to be sure that the supply stop valve under the toilet is all the way open. Sometimes these are inadvertenly closed part way and that will cause a slow fill.
