Single handle shower water turns off after turning 180 degrees

Single handle shower water turns off after turning 180 degrees. If you continue to turn the handle after the water stops, water will come on again but only hot. It was suggested that the brass stop block was the issue but no matter where you put it the water will turn off somewhere it should not. It is like the white stopper is not big enough danco.jpg
