Have you watched the regen cycle to see if all the brine is drawn out before it refills? If less is drawn than what refills, the level will ratchet up. That would suggest a problem with the draw.

Have a Kenmore water softener that is over 10 years old. We are having the following problems. 1. Water is salty when faucets are first used in the morning. 2. Unit is using a lot more salt than it did previously. 3. Brine well is over half-full of water (water is above top of salt). Not sure if these problems are related, but any help/suggestions would be appreciated.

And with the age of the unit and depending on the quality of the water , it could be time for a rebuild of the valve or a very good cleaning of the valve.
With the unit in a service position, disconnect the brine line from the valve and see if water is dripping out. If it is, you will need a rotor seal kit and possible a new rotor.
