Installation of toilet and sink

Hi all, I'm a newbie on this site and I am hoping you may be able to help me.

I have recently moved into a brand new home, the basement has rough in plumbing for a shower toilet and basin already and has been inspected....... My question is simple..... Do I need a permit to now go ahead and install a toilet and basin?

A finale inspection would require a permit.
I see a lot done without though. And some of them look that way too.

A lav and a toilet are pretty easy to set.
