I remember that thread. I know I posted some strong opinions in it, and this is the reason why.

2 kids died apparently in the water near a hot dock. But the adults that jumped in to save them did not die. What happened here? Exposure time? Not touching the dock while in the water?
Maybe this is the lake or dock that we had that long and ugly debate about several months ago.

How about some info from the dock master? Or an opinion.
Without more information one could not make a comment on that tragic accident. Anything anyone would say about the accident would be nothing more than a guess without doing some investigating.
Was it a fault from the shore? I don’t know
Was it a fault from one of those boats? I don’t know
Was it transient voltages? I don’t know
Could it have been prevented? Yes. I would never let my children swim in waters close to where so much electricity is in use.
