Put it back in by pass and then determine what is stopping water flow through the softener. It could be the bypass valve.

Plumbers do not normally know how to troubleshoot softeners so it is better to research the 'net and do it yourself or pay a water treatment dealer to come out and do it for you. You find them in the yellow pages etc.. Or... call the place you bought it from.

When you put the unit into bypass did you have it first do a regen?
Could be that the media after setting for a year or more dirty is not letting the water through and a regen or two will correct the flow challenge.

Is this city water or well water?

Age of the system in question?

Cycle the valve manually.

Nice try but not today, it's a pointless and unsupportable argument

It probably has a plugged manifold or a plugged upper basket. If the bypass is a slide valve on the back of softener it probably is one of the latter. If the bypass is a "three valve bypass" the valves may be bad, especially if they are gate valves.

its 13 years and it has a slide valve and we have city water. We get water to the cold in the kitchen but no water anywhere else and no hot in the kitchen we have regenerated it once but still not working

Water to the kitchen sink, cold side sounds like it has a feed that is from before the softener.

If the slide bypass is in by pass is there water to the full house?

If the bypass in bypass there is water but no water when the bypass is in service , then I would be looking at some thing in the valve as a block to the water flow.
