Manual Thermostat

I have one small bedroom with radiant ceiling heat that does not seem to be working. The thermostat is a manual type 240 volt. I am wondering if the thermostat is bad and how I should check it. I have some electrical knowledge and test meters but not sure about testing a manual thermostat. I have not read alot of info about radiant ceiling heat troubleshooting. I am guessing that if the thermostat is not bad that the heating elements are bad and probably would have to go with baseboard heat. Thanks for your time.

You would have 240 volts across the two input wires, and 240 across the two output wires when the stat calls for heat. Probably you should not be messing around with 240 volts.
