Curb shut off valve broken?

I have the main shut off valve from the curb as pictured. I turned the rod just a bit clockwise and then it started to be loose. Did I break it? (I can move the rod slightly by touching it left or right) Or is this common? I left it alone thinking its damaged. Any info will be appreciated.

The rod you are looking at is attached to the curb valve with a brass carter pin or a brass nut and bolt. Turning it 1/2 half turn clockwise should turn the water off. You may want to try to remove as much dirt from around the rod as possible before trying to turn it.
