When the water is low in the bowl, as is the case with some low flow toilets, feces comes in direct contact with the porcelain and sticks, then requiring a brushing. If the water is high enough, it acts as a buffer.
My question was directed at Chris who is actually using one of these toilets, or anyone else who is actually using one.
