Okay, time to reveal my ignorance. In a shallow well at rest, with the sandpoint in the aquifer, is the pipe between the check valve and the sandpoint filled with water? (1-1/4" galvanized pipe)

It should always be full of water as long as there is not a leak in the system or you do not draw down the table enough to suck air through the sand point.
