Find out who drilled the well and why it was capped.
If you have the money then you could drill a new well.
The well may have been capped for a reason.
Drilling a new well may cost a bit of money.
But that may be a plan B.

If a well won't take water, it won't make water. I would say it is a money pit, and you would be better off starting over.
If it won't take water, it won't supply water. Since you don't know the history of the well, I'd say it's history.

Shouldn't the well be recorded with the county ? If it was abandoned that should be recorded as well.
