Default new toilet. tank bolts started leaking?

Noticed water leaking from toilet tank bolts.Installed toilet last fall and had no problem at all until now? I have the metal washer on top of the rubber washer inside tank. Should I remove the metal washer from the top of the rubber washer and just have the head of the bolt in contact with the rubber washer for a better seal?

In that case it has ALWAYS leaked, you just noticed it now. Yes, remove the metal washer and put it UNDER the tank.
