Toto Drake problem.....help!

I purchased two Toto Drakes for a rental house after reading about the toilets here on this website a few years ago. Now, the tenants have moved out and it appears that one of the toilets will not flush properly. The other works fine. The problem toilet does not evacuate all of the water out of the bowl. I also do not see the water jet action like I do with the one that works. The tenants did have small kids.

Any suggestions?
