There is clear primer, so it is hard to say about the "glue". The 45 flange looks fine.

My plumber installed a no hub coupling To a copper 3 inch pipe to replace a cast iron toilet flange. I needed the flange to be closer to the floor because I am putting in new tile and ripped up the old layers of subfloor. To get the flange lower he installed a 45 degree toilet flange (sits closer to the floor). Here is a pic of the assembly:
I spotted what looked looked like no primer anywhere:

1. Did he use PVC glue without primer?
2. Is it acceptable with certain types of glue?
3. Are there any problems with a 45 degree closet flange?
