in my girls rooms and bath and small hall light dose not work but half the outlets in the two rooms work like one side of the room in each have been told it could be the breaker it is same way in kitchen just half the outlets work but all over head lights work frig works stove, micro just maybe 3 outlets don't work.

First thing to do is to check the circuitbreakers in the panel. If it is an older house that has fuses, it gets a little harder as it's not always easy to tell if the fuse is blown. On a CB panel, if the handle is not fully to the on position, you'll have to push it fully to the off position, then push it to the on position. Turning a CB on or off takes a lot more pressure than a light switch, so don't worry about that. If it won't stay in the ON position, there's a short of some other problem in the cuicuit and you probably need to call an electrician.

It could also be a bad connection in a junction box. There is a remote possibility of a lost phase, but that would affect half the circuits in the entire house.

With a lost phase, one would expect to hear complaints of 240V appliances like a stove or water heater not working.

Maybe they do NOT have an electric stove or water heater. With that many outlets out of service it does sound like a broken primary to the house. Call the electric utility BEFORE you call an electrician in case it is their problem.
