The "cheap" undercounter valve, or the dishwasher prerinse, is allowing crossover, possibly because of the recirculation pump, when the system is idle.

This problem has plagued me for years and I need an answer why it happens
Current situation is a restaurant, existing building, and old Hooters Rest converted 10 years ago into a Macaroni Grill--new dual AO Smith $10,000 water heaters 2 WEEKS AGO,,,Tempering valves are small, palm sized undercounter valves spliced into the supply lines----Problem, hot water coming out the urinals and hot water in the kitchen at the ice making machine,,in the mornings, by the time we service the store the water temps are normal.
What the Heck!?!
The "cheap" undercounter valve, or the dishwasher prerinse, is allowing crossover, possibly because of the recirculation pump, when the system is idle.
Or, its that hose and nozzle they have hooked up at the mop sink...
