I haven't heard of that program since I don't live in Mass. However, I have heard of the System 2000. I had one installed in my home in 1997 and love it. The company was started in 1979 and has been in the forefront of energy conservation since then. Visit their website www.energykinetics.com for a lot of info. The system was tested at Brookhaven National Labs recently and compared against other high efficiency boilers currently on the market. It beat all of them including a condensing gas boiler.
I really don't know how much fuel I saved because there was no functional boiler in the house when we bought it, but average savings run anywhere from 30-50%. I have a friend who had the system installed and the oil company accused him of buying oil from someone else because the delivery size had dropped so much.
One thing to keep in mind when shopping for a boiler, AFUE doesn't mean jack.
