Phase converter

I need help. I just built a phase converter with a 15 hp motor. It starts right up, but the voltage is not balanced. L-1 is 122 volts,L-2 is 122 volts, and L-3 is 180 volts, What do i need to do to balance the three legs? thanks

L3 is the wild leg. it will always be higher voltage. You want to balance the amps, not the volts.
