Don't know about the repair parts, but keep in mind that essentially NO modern, low-flow toilet empties the tank when you flush. They still put a fair amount of water in the tank, but they use that to build head (water pressure) to get a better flush.

And, you'll find other toilets that have similar arrangements that do the same thing with the tank, and actually work fine! They all have more water in the tank than they flush. IF yours doesn't work well, it is design fault. If you hold the handle down to empty the tank, it might work better, but then you'd be using maybe as much as twice the water it is legislated to use. The fix is not a new flapper, it's a toilet that actually works with the legislated water volume.

There is nothing special about that toilet and it's parts.
Replace the fill valve with a Fluidmaster 400A, Replace the supply line with a braided stainless steel supply line (other than Watts FloodSafe), and install a Korky 16BP flapper adjusting the close rate for a good flush.

Clean out the holes under the rim in the bowl with a piece of coat hanger wire and it will be as good as it gets...
Which in the case of your toilet isn't all that great....
That toilet MaP Report Tested at 150 Grams Per Flush which is completely anemic as far as flushing Performance.
The new WaterSense EPA standard for efficient toilets has a minimum cut of standard off 350 GmPF to obtain certification.
While the Map Report isn't everything in terms of rating toilet performance the minimum is certainly worth paying attention to...

May I suggest that if you want to get a better toilet that you take a look at Terry's Low Flow Toilet Report and consider a Toto Toilet.
