Reliance 602 electric hot water heater

bought reliance 602 50 gallon electric hot water heater 4 years ago and it stoped heating bought new upper and lower elements and new upper and lower thermostat and still no hot water power goes to all parts but no heat what else could it be?

Did you check the power in? A bad CB, or fuse (if you don't have circuit breakers)? A bad bus bar in the panel...

A new breaker doesn't mean: it is installed properly, is the proper type for that panel, or that it works, or that it is wired properly, or that the bus bar in the panel is not bad. You need a meter or test device to check voltage.
