Kitchen sink drains directly outside?

Just moved into a house and noticed water pooling under the deck. Turns out the kitchen sink and a bathroom sink both drain directly out of a rusty pipe exiting from the outside wall of the kitchen.

Here's what the pipe looks like.

Is this normal?

It looks more like that is a cleanout fitting which is missing its plug. The drain is obstructed and therefore the water is backing up in the pipe and flowing out of the opening. The picture is not too clear, so it is just an educated guess.

Thanks for the tip. I was helped out by a neighbor, he said exactly what you describe. We used a hose pipe and unblocked the drain, then I added a new cap. Seems to be working good now.
