All the breaker positions fasten to the bus bar. A surge would be "instanteous" along the entire bus, and your protector should drain it off equally well regardless of its location in the panel.

I have just noticed in my new Square D panel that the "breaker type" surge protector has been placed about half way down i.e. not in the top two breaker places.
Does this matter? I understand that for optimal performance a surge protector should be wired as close to the bus bar as possible. Is there anything wrong with what my electrician has done?
