I would like to find a way to have a vertical PVC pipe be able to swivel.... I found a slip bushing at the website below...

(For some reason, I am unable to insert..... plumbing supply (no space between plumbing and supply) ..... where the asterisks are in the link above.)
Is it possible to have a 4" PVC Pipe to have one of these slip bushings that are on the webpage, (4" Spigot to 3" S) so that a 3" PVC pipe could be inserted and be able to swivel in that bushing?
(The 4" diameter section of PVC Pipe would be strapped vertically to a bench, but I would like to have the upper 3" diameter PVC Pipe be able to swivel.)
If I can't do it with the slip bushing, is there any other way that I can accomplish this?
