Question about venting

I have a standard vent and I've just been told that I can't replace my water heater with another standard vent without adding a chimney liner. He gave me a quote for installing a power vent model. Two other plumbers gave me a quote for a simple replacement. Since it's an extra $1100 to do it "the right way," I'm wondering whether it's really necessary. Any thoughts? Thanks.
