Clearances for outdoor mount unit

I need some clarification on clearance requirements for an outdoor mount unit (Noritz N-0751/NR98 specifically). I've had two different plumbing/gas companies tell me two different things about locations I could mount the unit.

How many feet of clearance is required form the roof soffit, doors, windows, and the gas meter itself? And is this clearance requirement specifically for the VENT on the face of the unit, or any part of the entire tank unit itself?

You can find the user manual for the unit on the Noritz site - it shows required clearances from windows. However, it doesn't address requirements for distance from gas meter. Our gas company, PGE, specifies clearances around the gas meter.
