Will a brass recessed head clean out plug fit into the threads of an existing 4" and 3" ABS cleanout fitting?

Yes it will fit, but they also make flush plugs in ABS & PVC.

For whatever reason I was under the impression that the only recessed or flush ones were made of brass... I've only ever been around commerical buildings and don't see much ABS or residential work.

There flush with a slot in them instead of a recessed hex.
