Default Point of use water heater POU

I want to connect an overflow drain from a water heater catch pan into a drain stack 12" below where a drain connection enters from the kitchen sink. Is this legal?

No, for many reasons. One would be if the sewer line stops up you could end up with sewerage in the heater pan.
