    IT probably can be changed but you will have to check the installation manual to be sure.

    What kind of control are we working with again?

    If it was just in the Hot, then I would say water heater.. but with it in both Hot and Cold after the treatment unit and not before the treatment unit...

    Some thing is a miss with it.

    Does the water say on the morning after a cleaning cycle more colored and lighten up as the usage and days go by?

    You should contact the water authority and ask for the most recent report of test results. In particular I think that hardness--average and range, and Total Dissolved Solids (TDS) may be of particular interest. From your description of the water I am wondering if the TDS, along with hardness, is very high and that is causing the conditions being observed.
