Adjusting Tank Filling Time?

I have a new Crane toilet installed now. Without adjustment it fills in about 25 seconds. In the manual it states:

Adjusting Tank Filling Time
The water tank should fill in about 50 seconds after flushing. If it fills in a shorter time
than that, the indication is a higher water pressure (P.S.I.) than is typical. To slow the fill
time so it is closer to 50 seconds, turn the Flow Adjustment Screw counterclockwise to
reduce the flow (tank fills slower) / clockwise to increase (tank fills faster)

I have adjusted the screw, almost all the way before the flow stops, and get maybe 35 seconds. Is it necessary to get more time out of this? Would anyone know why the would recommend that time? Maybe for a quiter fill?

This is awkward, but...
