I remember studying the Cloward-Priven strategies back in the 70 when I was in college. There is definite method to the madness. However, whether this whole thing has been in the planning stages for a long time or whether it just sort of falls into place and plays itself out is hard to tell. Either way there is no doubt that the Obama white house has tried their best to capitalize on the economic crisis, but then so did the Bush administration. All administrations, republican or Democrat are and have always been about manipulating public opinion towards an end. Folks that get all riled up about this sort of stuff seem to think it was invented yesterday when in truth, politics have been politics since the day we won independence.
