my rain dial timer keeps reading short on 3 of the 14 stations and it appears that it is not watering on those stations . i can't get the clock to do it while runing manual or in test program any thoughts on what this could be caused by?

Most likely faulty solenoids. Move or Replace them with a known good solenoid and retest.

It is not trying to run those zones at the same time and overloading, is it?
