Are there any regulations regarding the position of the hot tap on a basin or bath? I have always positioned the hot tap on the left but have often come accross them on the right.I was taught to fit hot to the left but was never told why? can anyone offer advice or guidance?

I think that even today, the codes do not address this. But it has become a more or less universal convention, and to install them opposite would risk ticking people off and also possible scald hazard.

It is a code issue.
Example from 2006 IPC:
607.4 Flow of hot water to fixtures. Fixture fittings, faucets
and diverters shall be installed and adjusted so that the flow of
hot water from the fittings corresponds to the left-hand side of
the fixture fitting.
Exception: Shower and tub/shower mixing valves conI
forming to ASSE 1016 Or CSA B125, where the flow of hot
water corresponds to the markings on the device.
