Can't help you with pricing but are you sure your tank is shot??
Find the leak first. It's possible it's from the T&P and that's easily replacable.
15 years is at/past it's life expency but some have heaters that last 20 years +, especially if you're in the 1% that actually maintains their heater.

gas heaters, lifetimes

age|how many reached this age|percent of total number
7..|1|, 8%
11|1|, 15%
13|2|, 31%
14|1|, 38%
15|2|, 54%
16|1|, 62%
17|1|, 69%
18|1|, 77%
19|1|, 85%
20|1|, 92%
36|1|, 100

So if it was an easy fix and the OP fixed it his odds of going another 3.5 years are 50-50.

350
850
950
1300

Here's your dot plot
......a.... bc....d
$0....5.....10.....15
kilobucks

a and d seem to be outliers

estimates

They MIGHT be able to give an estimate over the phone, especially if they are using a "price book", but they want to get the "show up fee", and once they are in the house they want to intimidate the customer because they were "kind enough to come to the house and since we are here already why don't you let us do the job? If we do it, you do not have to pay our show up fee, otherwise you owe it to us, and the next guy may charge you one too for his estimate."
