If you are talking about a pullout faucet, Delta makes one, I have it in my house (minus the base plate).

So, my partner wants a spray/stream faucet in the kitchen sink that allows you to turn on spray, use it, turn off the faucet, turn it back on, and it stays in spray mode, it does not revert to stream. I've never seen/heard of one. Anybody? Thanks, Annabel

All of the pull out spout faucet use a button to change modes so they stay in whatever mode the button has selected until it is changed to the other one.
